Local leaders still embezzle fertilizers in Gakenke. Police in this area has arrested three men in connection with theft of fertilizers and seeds that government had allocated to farmers.
According to the Northern Region Spokesperson, IP Innocent Gasasira, the suspects in custody are; Telesphore Ngarukiye, Alain Safari and Phocas Maniradukunda. They are local leaders in Gahinga Cell and Rutabo Cell of Mugunga Sector, as in charge of social economic development there.
Farmers were being supplied lower quantities than they were expected to receive. Police officers discovered that the trio had stolen 172 kgs of fertilizers and 204 kgs of beans and maize seeds. The missing quantity was found in their homes, according to the spokesperson of police.
An advice from IP Gasasira is that, misuse or abuse public offices is against the laws. So, people occupying public offices should always refrain from such kind of malpractices. They should always know that attempt is punishable.
Although disappointed over the trio’s alleged actions, IP Gasasira thanked residents who provide information and urged them to always follow up in the same way.
Embezzlement, under article 325, attracts an imprisonment of up to ten years in prison and a fine of two to five times the value of the embezzled or destroyed property.
Article 609 states that “any person who forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, discharged obligations shall be liable to a term of imprisonment of more than five years to seven years and a fine of Rwf300, 000 to Rwf3 million.”
Fertilizers distribution has always been a challenging issue in government programs. “Local leaders act with profit, they delay distribution of fertilizers, or supply damaged seeds. If not, they don’t care, they are busy in forest harvesting and destruction of illegal buildings”, noted Mari Immaculee Ingabire (TIR Chairperson), two weeks ago.
According to Scorecard 2016, the percentage of citizen expressing satisfaction with service delivery in Agriculture and livestock sector is the lowest in this indicator, on 56.4 %.
