It is 23 years now, since Rwanda is recovering from the 1994 Genocide against the Tutsi and fighting to be where it belongs in this fast digital world. No one can doubt the role of RPF-Inkotanyi and Chairman President Kagame the strive to rebuild toward development.
People all over the country and diasporas, are heard singing the name’ Kagame’ due to his great deeds and efforts to turn the impossible into possible. He decided to lead his troops to liberate the country, stop Genocide, bring refugees back home, uniting and reconciling Rwandans, etc… and obviously at the helm of the current and future economic development of the country.

After Genocide, hope almost rare, no smile between Rwandans, one would find it hard to believe whether they would last longer again following scary killings witnessed.
July 4th, 1994, RPF troops, Rwanda Patriotic Army (RPA), led by Gen Maj Paul Kagame took control of Kigali city. Fifteen days later, Government of Transition was established, open to all political parties, excluding genociders.
Since then, no longer Hutu or Tutsi, but Rwandans, a fresh move to jointly rebuild the country came and justice started to work on Genocide survivors as a crucial step towards unity.
Although RPF-Inkotanyi had already taken the rule, no one, even the global community, believed that Rwandans would live in harmony again. Instead, the global community was thinking about possible revenge of Tutsi over Hutu, who were involved in Genocide. Nonetheless, whoever attempted to do so [revenge] have faced the justice.

Bringing refugees back home
Obviously, it amazed foreign people as 1996-97, those forced out of the country, passing deadly days and nights in Congolese forests, dying of hunger and diarrhea, were brought back.
And this was not the first time Rwandans had been dropped out of the country since 1959 until it went from bad to worse for them during Juvenal Habyarimana’s rule in 1973, where “the glass was full”. Besides, the country was full of divisionism among Rwandans, Kagame’s restored Rwandans’ dignity and democracy, patriotes returned home again.
Refugees regained home, students went back to schools, those serving Habyarimana’s army were joined RDF and public servants kept their jobs and life went on.
Some who had stubborn hearts due to lack of enough information on the current country’s situation after the Genocide, the Government of RPF kept calling and persuading them to return to their mother land.
Since then, some were convinced by the Government’s policy of Unity and Reconciliation and decided to return, including senior officers like Gen Paul Rwarakabije, Jerome Ngendahimana and more. They were handed good responsibilities in the fresh government, others have been appointed with top positions in the current government.

Since 1999, the National Commission for Unity and Reconciliation has obviously done a great job in achieving its targets to reunite Rwandans. The 2016 report shows unity at 96 percent. This has since led Rwanda to becoming EXPERT in peace building and peacekeeping: South Sudan, Central African Republic, Haiti, Ivory Coast and other countries can illustrate better.
Gacaca transitional Courts
Gacaca(transitional and traditional) courts were established to support the justice, as a big number of cases could take too long to hear. In 2003, through Gacaca, transparency was leading the process, Genocide perpetrators pleaded guilty and begged pardon to facilitate the justice, and justice did the job as faster as possible.
During the same justice process, President Kagame imposed amnesty over Genocide perpetrators who were too old and children, they were released and returned to their families.
Settlement was built for Genocide survivors and have put grudge against perpetrators aside as they are living a happy life together and are sharing cattles and brides.

Furthermore, President Kagame introduced a new policy called Girinka where he took the cattle from his pastureland and started to distribute them among the community, especially vulnerable families are prior beneficiaries.
Under the RPF, different policies were introduced and successfully implemented, like facilitating the community to access health services at affordable prices through Community Health Insurances, known as “Mituelle de Sante”.
Kagame always feels interested to visit residents from all districts to assess whether his central government is active and whether residents are having good relationship with their leaders to better achieve their respective performance contracts. He also finds immediate solutions to the residents’ claims and concerns which their grassroots leaders failed to address before his visit. This has resulted to the residents expressing emotional feelings whenever he arrives or leaves the place.

In Nyagatare for instance, Kagame himself took the land over 500 ha away from former illegal acquirers, and distributed it among the residents. Back to north, in Kinigi Sector (Secola) of Musanze District, Kagame created a home to indigenous (historical marginalised) families while they were living a wild life far away in Virunga forest.
Twenty three years on, Unity and reconciliation among Rwandans have been a weapon to jointly in rebuilding a united country and it is getting the value on merit thanks to its people’s and President Kagame’s character in the world.
RPF and their Kagame’s actions keep winning the hearts of Rwandans and the global community thanks to their efforts which are earning them back to back awards different domains like ICT, Good Governance, Peacekeeping and many more.
