Gasabo district in city of Kigali proclaimed the first and Musanze, the last in the annual performance contracts commonly known as ‘Imihigo’ of 2015-2016 financial year. The proclamation made on 9 September 2016 in Kigali Convention Centre, in ceremonies presided by His Excellence Paul Kagame.
Dr. Anastase Murekezi, The Prime Minister who proclaimed the overall standing of 30 districts, congratulates the best perfomers and criticizes leaders who do not stand for their proper responsibilities to carry out effectively what they were chosen for by their fellow citizens.
He criticizes Kicukiro district to lose it its early good standing and now decrines to 20th position and Musanze district for its poor performance of incumbent Mayor who does not perfectly acting his role. “Musanze district leads itself but they need to be changed”.
Introduced in 2006, Imihigo which are signed every financial year, are credited with improving accountability and speeding up the pace of citizen-centred development activities and programmes in the country.
Last year, Huye District emerged the best performer in the implementation of the performance contracts for 2014-15, scoring 83 per cent. Ngoma emerged second, Ngororero and Nyanza tied on the third spot while Gakenke wa slast on the list.
