Kigali, 29 June 2017 – In January 2018, France will present its third Universal Periodic Review (UPR) cycle. The Collective of Civil Parties for Rwanda (CPCR) based in France has submitted to the United Nations Human Rights Council its concerns that France failed to comply with its international legal obligations in respect to the 1994 Genocide against Tutsi.
Ibuka, the umbrella organisation for genocide survivors’ associations, said that it shares, supports and endorses the concerns raised by CPCR. Ibuka encouraged the UN Human Rights Council and all UN member states to give the concerns raised due consideration and take all the necessary actions in regards to the CPCR recommendations.
“We call upon the UN Human Rights Council and all UN member states to acknowledge the role of French officials in the 1994 Genocide against Tutsi and take appropriate steps in accordance with national and international legal frameworks. In addition, we call upon France to either extradite to Rwanda or prosecute all the alleged génocidaires to whom it continues to provide a safe haven” says Ibuka President Dr Jean Pierre Dusingizemungu.
Ibuka recommends that France declassifies all genocide-related materials in its possession; getting involved in acts in accordance with international obligations to extradite genocide suspects to Rwanda;
Ibuka also wants that France acts in accordance with international obligations to prosecute genocide suspects on its territory; and France is also required to fully cooperate with Rwanda to ensure that those affected by the Genocide are able to know the truth of what happened in their journey to unity and reconciliation.
Ibuka is convinced that the Universal Periodic Review (UPR) is a process, which involves a periodic review of the human rights records of all 193 UN Member States. Its main goal is to improve the human rights situation in every country with significant consequences for people around the globe.
