Rwanda Revenue Authority announces confiscation of assets due to tax arears, including Union Trade Center (UTC) of Tribert Ayabatwa Rujugiro in Kigali. Fourteen assets (UTC is number 6) risk auction if owners don’t pay in fifteen days from May 2nd, date of announcement.
UTC is a big building near Milles Collines Hotel in the center of Kigali. It belongs to Rujugiro, the billionaire who had troubles with the government, because of tax payment.
In a public announcement, RRA says all 14 assets are already confiscated, and none can purchase or rent them until owners pay arears.
Rwanda Revenue Authority reminds the public that the announcement is a last warning, the step ahead is auction procedures.
However, RRA never mentions the amount of tax arears, as the deal is still pending over negotiations. According to Igihe.com, there are sources revealing that Rujugiro has tax arears of more than 1.100.000.000 Frws from 2007 to 2013; fine included. The announcement is signed by Richard Tushabe, General Commissioner.
The law n°39/2015 of 22/08/2015 is about the management of abandoned property, and assets of Rujugiro are among abandoned property.
Article 11 of this law, stipulates that without prejudice to other legal provisions, abandoned property shall be managed by the State represented by the Ministry(of Justice)until the owners show up, While article 12 says rental agreement for abandoned property shall be signed between the Ministry and natural or legal persons, public orprivate organs or institutions.
And article 16 stipulates that tax on abandoned property shall be deposited on a bank account in accordance with relevant legal provisions.
All in all, since Rujugiro left the country, managers of UTC did not pay taxes, while the building has always occupants.
