Executive Secretary of Musanze District, Bagirishya Peter Claver
Musanze district once told by prime Minister that it pretends to be under self regulation due to inactive leaders after it had been proclaimed last during 2015/2016 annual performance contracts ‘Imihigo’.
More than 20 leaders from various institutions in Musanze have left their position since the declaration made. Executive Secretary said some voluntarily gave up their job while others sacked due to irregularities and lack of effectiveness and commitment in job.
Secretary Executive, Bagirishya Peter Claver said two and eighteen executives of sectors and cells respectively gave up their positions and more five district employees left whether sacked or concede incapability.
“When something highlighted by such a man with high profile, you do not rely on asking clarification; what we decided is to strengthen measures and decision making instead of asking on which point something has gone wrong.” Bagirishya stated.

He went on saying that tough measures in decision making established to avoid such failure. “No careless employees at all. If we meet (district employee) around the road during working hours, I ask for permission. All those taken in a bid to avoid those who do not take seriously their duties.”
Last year in September, Musanze district proclaimed the last in the annual performance contracts ‘Imihigo’ of 2015-2016 financial year with 70.37 points in the ceremonies presided over by His Excellency Paul Kagame.
Anastase Murekezi, The Prime Minister who proclaimed the overall standing of 30 districts, congratulated the best performers and criticized leaders who do not stand for their proper responsibilities to carry out effectively what they were chosen for by their fellow citizens.
While Commenting on Musanze performance said, “In Musanze proclaimed the last, there is a core problem as workers are under no supervision. Employees are working carelessly as they were accustomed! It is not really the way of leading.”
