Ugandan security operatives and their Kenyan counterpart at Nairobi Hospital have put under tight security the former Ugandan Inspector General of police, Gen Kale Kayihura who is accused of illegal repatriation of former President Kagame bodyguard, Lt. Joel Mutabazi.
“He is under strict surveillance by Kenyan authorities and their Ugandan counterparts in order to avoid any eventuality like escaping from hospital.” a close source told Spyreports adding he is not even allowed to access a phone.
The frail looking Kayihura who left the country last week for treatment in Kenyan capital Nairobi after being granted bail by Military court martial in Makindye is battling diabetes and other related complications.
Lt Joel Mutabazi, a refugee living in Uganda, was repatriated in October 2013 and later charged in Rwandan courts of law with offences related to threatening national security.
He was sentenced life imprisonment for the charges of working with Rwandan rebels FDLR and Gen. Kayumba’s Rwanda National Congress.
However, Kayihura’s associates, who spoke on condition of anonymity said the former police chief was out of the country when Mutabazi was repatriated and never gave instructions to that effect.
On the other hand, Rwanda National Police Spokesperson, CP Theos Badege has denied the illegal repatriation of Joel Mutabazi saying it was in accordance with international law.
Badege also added Mutabazi was repatriated according to MOU signed between Rwanda and Uganda Police.
Gen Kayihura has been airlifted from his farm Kashagama, Lyantonde District on 13 June 2018 after two months of his sacking.
The general who was released on bail is expected to appear in court on October 1, 2018.
